No space in prisons!


At a time when the Ministry of Justice draft for amnesty for persons convicted or under investigation for offenses punishable up to two years in prison, is on hold, overcrowding has reached emergency levels.

The situation is aggravated especially the last two weeks, where due to lack of seats in the two detention facilities in Tirana, citizens who receive prison custody by the court are currently being held in police stations and the Police Department. Steering Tirana police say that they have sent a series of personal documents to the Prisons Department to resolve the situation, because even in this building from 27 countries which is the full capacity, as are currently detained 57 people, while the average in the capital arrested on five citizen per day, which brings a further deterioration of the situation.

But while amnesty is seen as a hope of prisons, however, does not provide a final solution, this because all the prisons in the country reportedly sentenced that are holding more than their capacity.

Currently in Tirana 313, are awaiting court decisions 435 defendants, at a time when it should be held only 300 people. While in detention of 302 detainees held 235 citizens, although environment and the capacity is only 170. But institutional concern for overcrowding have sent a request to the prisoners. The convicts in prison Vaqarr sent a letter/request to the Minister of Justice, the Ombudsman and the heads of the Committees on Laws and organizations aware of human rights, which not only required to expedite amnesty for integration and rehabilitation reasons, but also because overcrowding is acute problem accordingly.
